Cemetery Contractors – Billings, Montana
The Billings Montana City Code (BMCC) requires that contractors who wish to build a marker, or modify a cemetery stone, must obtain a permit from the city’s cemetery office.
In addition to a permit, you are also required to obtain a $10,000 surety bond. Meeting the surety bond requirement will likely be the easiest part of your licensing process, taking only a few minutes.
Qualifying and the Premium
The $10,000 Billings monument setting bond will cost you just $100 annually. You are automatically approved for this surety bond as there is no credit check.
We don’t think the process could be an easier: When you call us, we’ll ask you the name as it should appear on your bond and your contact information (address, email, and phone number).
We’ll also need your license tax number.
After payment of the $100 premium, your surety bond will be issued to you immediately. Your surety bond and Power of Attorney form will be sent to you by regular mail. Overnight delivery is offered for an additional fee.
The city of Billings requires an original surety bond. Upon receipt of your bond, you’ll sign it as Principal and mail it to:

Premium Prepayment Options
The option exists to prepay your bond up to 3 years, which will offer you a savings over annual renewals of your premium.
The premium prepayment option and savings are as follows:
- If prepaid for 2 years, the premium is $180, a $20 savings;
- If prepaid for 3 years, the premium is $260, a $40 savings.
Purpose of Your Surety Bond
Section 8-331 (i) of Billings’ local ordinances explains that the purpose of your monument setting surety bond requirement is a financial guarantee that you will comply with all regulations in the conduct of your monument settings in the city.
