Rhode Island DMV — Registering a Vehicle without Title
If the Rhode Island Department of Motor Vehicles is not satisfied with your proof of ownership to a vehicle, as a condition of registration, they may require you to obtain a surety bond.
The certificate of title bond may be required of:
- A vehicle with a defective title;
- A vehicle with a lost registration title;
- A vehicle with no title;
- Any other conditions which the Rhode Island DMV considers as requiring a surety bond.
The surety bond amount required will be 1 ½ times the value of the vehicle you are attempting to register, as determined by the Rhode Island DMV.
Qualifying and the Premium
For any amount up to and including $50,000, you are automatically approved for the Rhode Island certificate of title bond. The premium will be 1% of the amount required, or $100, whichever amount is greater. The premium is a onetime fee.
There is no credit check involved for amounts $50,000 and less, so obtaining your bond is a quick process.
When you call us, this is what will happen: We’ll first ask you the amount of surety bond that you require. Then, we’ll ask you the basics: Your name, exactly as it should appear on your surety bond, along with your address, email, and phone number.
Then, we’ll need all of the following:
- Your vehicle’s make;
- The full vehicle VIN (vehicle identification number);
- The year of your vehicle.
After payment of the premium, our agency issues your bond to you. Your defective title bond, along with a Power of Attorney (POA) form are sent to you for filing.
Upon receipt, you’ll sign your bond as Principal, and then file it along with your POA form to:

If you require a R.I. certificate of title bond for an amount greater than $50,000, a signed application, along with a credit check are required. Approval is based upon good credit; and the rate is still 1% of the amount of the bond.
Duration of Your Bond
The onetime premium for your certificate of title bond is good for 3 years.
Purpose of the Surety Bond Requirement
The Rhode Island certificate of title bond is known also known as a “Bond Under Chapter 31-3-1-9(2)”.
Since ownership of the vehicle is not established by a regular title, the purpose of your surety bond requirement is to indemnify any prior or subsequent owners or lienholders to your vehicle who incur some loss, damage, or expense, which accrues to them due to any unknown defect at the time of the purchase of the vehicle.
Your bond, is therefore required in accordance with Title 31 §31-3.1-9 of the state’s statutes.
